How AirTag Works (In Short)
AirTag uses Apple's Find My network. The tag broadcasts a Bluetooth signal that nearby iPhones pick up and report back to Apple's servers, anonymized. You see the tag's last-known location on your phone. Crucial caveat: the location only updates when a passing iPhone hears the signal. In an airport baggage system buried in metal carts and underground tunnels, the signal often doesn't escape.
Why Airports Are Bluetooth Hell

What the Airlines Will Actually Do
Major North American airlines now have policies for handling Bluetooth-tagged bags. Air Canada and WestJet baggage tracing teams will let you provide AirTag location data. They will NOT, however, physically retrieve a bag for you just because your AirTag pinged in a specific zone. Many delays come down to: 'We have your bag, but it's behind 400 others, and we don't know which is yours until we check the routing tag.'
